Numbers 23:19:

“God is not a man, that He should lie,  Nor a son of man, that He should repent.
Has He said, and will He not do? Or has He spoken, and will He not make it good? a [God is not a man] One of the greatest and most comprehensive promises and revelations of God in Scripture. God is a Spirit being not a man, as Jesus taught in Jn. 4:24.
This means God is invisible Four Assurances of God’s Integrity. He cannot lie like a man, He cannot repent like a man, that is, He does not change His promises under pressure, even when it is more convenient or advantageous. This is not the same as God regretting He had made man ( Gen. 6: 6, note), or being obligated by the sinfulness of man not to fulfil the promises which depend on obedience ( 1Sam. 15: 35).

It is not the same as changing His mind to bless people who have repented when He previously intended to curse them for disobedience ( Ex. 32: 14; Judg. 2: 18; Ps. 106: 45); and it does not refer to changing His mind when He sees that people have enough punishment ( 2Sam. 24: 16). The repenting which God cannot do is that of changing His mind concerning promises made to the righteous. He will not and cannot fail to meet His obligations to them; He cannot say ” no” to one and ” yes” to another who claims His promises if both are righteous and meet the terms of His covenants.
He is not partial in His dealings with men; He treats all men alike. What He says, He will do. He will fulfil His obligations in all covenant promises, whether to bless or curse. He is as zealous to fulfil His word one way as another. The soul that sins shall die ( Gen. 2: 17; Ex. 32: 32- 33; Ezek. 18: 4, 24- 25; Rom. 1: 18- 32; 2 Cor. 6: 9- 10; Gal. 5: 19- 21; 6: 7- 8). God cannot allow any man to sin without cursing or to obey without a blessing. What He has spoken, He will make good. being doubly expressed to confirm God’s faithfulness.

▶ God’s plan for you
Jeremiah 29

10 For thus says the LORD: After seventy years are completed at Babylon, I will visit you and perform My good word toward you, and cause you to return to this place.
11 For I know the thoughts that I think toward you, says the LORD, thoughts of peace and not of evil, to give you a future and a hope.
12 Then you will call upon Me and go and pray to Me, and I will listen to you.
13 And you will seek Me and find Me when you search for Me with all your heart.
14 I will be found by you, says the LORD, and I will bring you back from your captivity; I will gather you from all the nations and from all the places where I have driven you, says the LORD, and I will bring you to the place from which I cause you to be carried away captive.
Note that God emphasised this truth here, for Balak was hoping something would result in a curse on Israel. Balaam needed this message as well, for he had a secret longing for the reward should Israel be cursed. God told Balaam and Balak, and all men in general, that His callings, promises, and covenants with Israel had already gone out of His mouth, and that:
He would not lie.
He would not change His mind.
He would do it.
He would make it good.
He had given the commandment to bless (Num. 23:20).
He had blessed and could not reverse it, because there was no iniquity in Jacob, or perverseness in Israel– and
He was their God (Num. 23:21-24)

Conclusion:
Habakkuk 2
3 For the vision is yet for an appointed time; But in the end, it will speak, and it will not lie. Though it tarries, wait for it; Because it will surely come, It will not tarry.
We must wait for the accomplishment of the promise: “The promise is yet for an appointed time to come. You shall now be told of your deliverance by the breaking of the Enemies’ power, and that the time of it is fixed in the counsel and decree of God.
There is an appointed time, but it is not near; it is yet to be deferred a great while;” and that comes in here as a reason why it must be written, that it may be reviewed afterwards and the event compared with it.

Note, God has an appointed time for his appointed work, and will be sure to do the work when the time comes; it is not for us to anticipate his appointments, but to wait his time. And it is a great encouragement to wait with patience, that, though the promised favour be deferred long, it will come at last, and be an abundant recompense to us for our waiting: At the end, it shall speak and not lie.
We shall not be disappointed in it, for it will come at the time appointed; nor shall we be disappointed in it, for it will fully answer our believing expectations. The promise may seem silent a great while, but at the end, it shall speak; and therefore, though it tarries longer than we expected, we must continue waiting for it, be assured it will come, and be willing to tarry until it does come.
The Preeminent One of Israel does not go back on his word or change his mind, for he is not a human being who changes his mind.”1Sam 1:29. He vowed by His holiness in Ps.89:35, that He will never deceive us.
1 Samuel 12
22For the Lord will not forsake his people for his great name’s sake: because it hath pleased the Lord to make you his people. Hebrews 13:5 for he hath said, I will never leave thee, nor forsake thee. He has your name engraved in the palm of His hand.
Jeremiah 31
3: Yea, He loves us with an everlasting love and with lovingkindness has he drawn us to Him People of God I want you to know for a create that The Lord God Almighty does not go back on His promises. Mal 3:6. In Lk.21:38, The Lord declares that Heaven and earth will pass away, but His word will never pass away The day that God has set aside for the deliverance of his people, and the destruction of His and their enemies, is a day,

(1.) That will surely come at last; it is never adjourned but it will without fail come at the fixed time and the fittest time.

(2.) It will not tarry, for God is not slack, as some count slackness (2 Pt. 3:9); though it tarries past our time, yet it does not tarry past God’s time, which is always the best time.

Prayer:

Isaiah 61:
3 To appoint unto them that mourn in Zion, to give unto them beauty for ashes, the oil of joy for mourning, the garment of praise for the spirit of heaviness; that they might be called trees of righteousness, the planting of the Lord, that he might be glorified. Amen
